gregory guy f8ac80fc16 Drop automake build support. 
Add basic build instructions to the INSTALL file.
Remove empty files NEWS and TODO.
Remove "specs" folder as well as several shell scripts
(Deb, Fedora, Mandriva...)
Rework of the REAME file and the help page.
