media-sound/aacgain: new package, add 2.0.0
An optional dependency for trinity-apps/soundkonverter.
The package was previously tree-cleaned from the main tree[1] because of
CVEs wich were already patched by now. This ebuild is heavily based on
version from 4nykey overlay[2].
