DEB kpilot: Changes to silence lintian reports.HEADmaster

+ Added build time dependencies.
+ Added reason for epoch change to changelog.
+ Remove Replaces and Breaks referring to themselves.
+ Remove the dbg package in favor of the now standard dbgsym.
