DEB sip4-tqt: Changes to silence lintian reports.HEADmaster

+ Added run time dependencies.
+ Strip all packages - including sip-tqt-dev.
+ Remove unnecessary configuration items from control file.
+ Remove unnecessary forcing of owner change during installation.
+ Added reason for epoch change to changelog.
+ Fix utf8 encoding in the man page.
